The lignite reserves are one of the richest natural resources that Kosova owns. Exploitation of these resources based on rational utilization with modern technology will enable production of sufficient and reliable energy by respecting the (living) environment.  As a full member of the Energy Community of South East Europe, considering the vast reserves of the lignite, geographical position, Kosova could be an exporter of energy and create financial revenues but it is obliged to respect the full compliance with the aquis communautaire of the European Union on the environment. The Lignite Power Technical Assistance Project is a planning process that has been developed very carefully, starting from the drafting of strategy to the actual investments. The Project provides tools for the sustainable development in the technical, economic, environmental and social aspects of the energy sector of Kosova. According to the Kosova Energy Strategy, the National Development Plan and Strategy, the Spatial Plan, results of the studies and demand of the energy market, the Ministry of Energy and Mining (MEM) on behalf of the Project Steering Committee develops activities that will involve private investors in the:

a)       Construction of the new Power Plant ‘Kosova C’;

b)       Development of the new lignite mine for the supply of current existing power plants (Sibovc SW) and development of new mine (Mine at Sibovc) for the supply of coal for the new power plant;

c)       Rehabilitation of a certain units of the current power plants for the needs of domestic supply during the medium term period. 

 

The Project treats the issues related to power production (mining and generation) for the short term and long term period. The power system of Kosova also requires investments in the transmission and distribution network, but those will be treated under a separate project. This is due to the complexity of the integration of all these under one project and in order to comply with the directives of the EU on the organization and competition of the energy sector.
